Assessment Validation: What You Need to Know to Validate Assessments
RTOs must handle various tasks post-registration, such as annual declarations, AVETMISS reporting, and marketing compliance, but validation usually presents the biggest challenge.While we've discussed validation in multiple articles, let's return to the basics. ASQA defines validation as a quality check of the assessment process.
Validation is essentially about verifying the accuracy of parts of an RTO's assessment process and spotting areas needing improvement. Understanding its key components can make it less daunting.
The 2015 SRTOs Clause 1.8 requires RTOs to make sure their assessment systems, including RPL, are compliant with training package requirements and conducted per the Principles of Assessment and Rules of Evidence.
We must adhere to the standards by conducting two types of validation.
The initial type of assessment validation ensures compliance with the training package assessment requirements within your RTO's scope.
The next validation ensures that assessments are conducted per the principles of assessment and rules of evidence.
Thus, validation is performed both prior to and following the assessment. The first type, assessment tool validation, is the focus here.
The Two Types of Assessment Validation Explained

As noted earlier and in our earlier blog entries, validation is split into two stages: (1) assessment tool validation and (2) post-assessment validation.
Pre-assessment validation, or assessment tool validation, is concerned with the first part of the clause, which ensures all unit requirements are met and that workbooks are fully compliant.
In post-assessment validation, the emphasis is on implementation, ensuring that Registered Training Organisations conduct assessments as per the Principles of Assessment and Rules of Evidence.
Here, we will concentrate on assessment tool validation.
How Assessment Tool Validation is Conducted
Now that we understand the two types of validation, let’s explore the details of assessment tool validation.
Appropriate Times for Assessment Tool Validation
The objective of assessment tool validation is to ensure that all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.
Hence, whenever new learning resources are bought, assessment tool validation should be carried out before students use them.
There's no necessity to wait for the next 5-year cycle validation schedule. Validate new resources immediately to ensure they are appropriate for student use.
However, this isn't the only instance to conduct this type of validation. Perform assessment tool validation when you:
- resources are updated
- your scope includes new training products
- course is reviewed against training product updates
- your risk assessment includes identifying your learning resources as a risk
The risk-based regulatory approach of ASQA requires RTOs to perform regular risk assessments. Student complaints about learning resources indicate it's time for assessment tool validation.

What You Need for Assessment Tool Validation
Academic Resources
To validate your assessment tools, you will need the complete set of your learning resources:
Mapping tool – begin with this document. It details which assessment items correspond to unit requirements, aiding faster validation.
Learner/student workbook – ensure it's appropriate for use as an assessment tool. Check if instructions are clear and answer fields are sufficient. This is a frequent gap.
Assessor guide/marking guide – also verify if instructions for assessors are sufficient and if clear benchmarks for each assessment item are provided. Clear benchmarks are crucial for reliable assessment outcomes.
Other related resources – may include checklists, registers, and templates developed separately from the workbook and marking guide. Validate these to ensure they suit the assessment task and address unit requirements.
Team for Validation
Clause 1.11 defines the requirements for validation panel members, stating validation can involve one or more individuals. RTOs usually require all trainers and assessors to be present, sometimes including industry experts.
Your validation panel, as a group, must possess:
Relevant vocational competencies and industry skills for the unit being validated
Current knowledge and skills in vocational teaching and learning
One of these training and assessment qualifications:
TAE40116 Certificate IV in Training and Assessment or the equivalent successor

Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

Although ASQA does not recommend or require a specific template for assessment tool validation, numerous templates can be found online. These tools typically have validators examine the tools holistically to determine if they meet the principles of assessment.

While these templates simplify the validation process, they can introduce judgment errors because there is insufficient space for comments on each assessment item.

As mentioned in our blog post Common Problems In Assessment Tools, you need to ensure that your assessment tools allow trainers to follow assessment principles and evidence rules.
Core Principles of Assessment
Fairness – Does the assessment process ensure equal opportunity and access for everyone?
Flexibility – Does the assessment accommodate different options to demonstrate competence according to various needs and preferences?
Validity – Is the assessment assessing what it is supposed to assess? Is it a valid tool for measuring the required skill or knowledge?
Reliability – Will the assessment give the same results every time, regardless of the trainer? Will different assessors make the same decision on skill competence?
Key Rules of Evidence
Validity – Is the evidence proof that the candidate possesses the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there adequate evidence to ensure the learner has the required skills and knowledge?
Authenticity – Is the assessment tool ensuring that the work is the candidate’s own?
Currency – Do the assessment tools correspond to current units of competency and industry practices?
Although these are often addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.
To avoid using learning resources that leave certain unit requirements unaddressed, ensure you adhere to these guidelines:
Walk the Talk
Take note of the verbs used in the unit requirements and make sure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Complete each of the following actions at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication as per service and regulatory requirements:
diaper changing
prepare bottles, bottle feed infants, and clean equipment
solid food prep and feeding infants
respond suitably to infant signs and cues
prepare babies for sleep and settle them
monitor and foster physical exploration and gross motor skills appropriate for the age
Having students describe changing nappies for babies under 12 months doesn’t directly address the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Complete or Not Competent
Observe the lists. As noted above, if students are website asked to perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Every assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, make sure your instructions are not confusing for students or assessors. For example:

Essential resources
Relevant costs
Time allocated for activities
Appointed roles and responsibilities
When an assessment item requires multiple answers, specify how many answers a student must provide. This way, your assessment remains reliable, and the evidence collected is valid.
This is also true for assessment items with double-barrelled questions or those that require multiple answers at once. These can confuse students and assessors, as demonstrated in the sample question below:

Answers may include, but are not limited to:
Weather conditions – work area isolation, engineering controls, personal protective equipment
Work area and ground conditions – elimination, isolation, use of engineering controls

Steering clear of double-barrelled questions makes it easier for students to answer and for assessors to accurately judge student competence.
Given these requirements, you might think, “Don’t learning resource developers provide audit guarantees?” But such guarantees require you to wait for an audit before rectifying noncompliance. This impacts your compliance history, so it’s wiser to take the safe and compliant route.
